Highlights from the June 2, 2025 Board Meeting

The Kensington Grove Homeowners Association Board of Directors met on Monday evening, June 2, 2025. Several homeowners were also in attendance.

Community Income Suggestions

One homeowner proposed that the Board explore income-generating opportunities to help offset rising costs for maintaining common areas and infrastructure, thereby minimizing the need to increase annual assessments. The homeowner introduced an internet broker who offers referral incentives for customers sourced through local advertising. The Board noted that, as a non-profit entity, any such initiative must be carefully evaluated to avoid potential tax implications. Legal guidance will be sought to determine what options are permissible.

Neighborhood Safety Concerns

Another homeowner, accompanied by a neighbor, raised concerns about escalating youth-related criminal activity in the community over the past year. Reported incidents include theft, vandalism, and door-kicking. The youths involved are reportedly wearing black clothing and face masks. The Sheriff’s Department has responded to multiple calls. The homeowner expressed concern that the situation could lead to serious injury if a resident attempts to defend their property. The Board acknowledged the seriousness of the issue and committed to raising awareness in the next community newsletter.

Landscaping Update

The Landscape Committee reported that summer flowers and shrubs have been installed at all entrances. Due to limited funds, the roundabout was not included. Recently, HOA President Terry Cleveland and Committee Chair Connie Medlock removed dead shrubs from a roundabout traffic island themselves, saving the Association the cost of hiring a vendor. The Committee submitted a proposal to plant flowers in the bare area and to remove two dead or dying trees at an estimated total cost of $1,800. The Board will consider this proposal alongside other pending projects.

Financial Report

As of June 1, the Association had a cash balance of $123,571.59. After covering unplanned expenses, including electrical repairs at the Travis entrance, mulch removal, and legal costs, approximately $23,000 in discretionary funds remain. Once assessment collections are complete, $15,200 in CDs will be earmarked for 2026 capital expenditures. In separate action, four delinquent property owner accounts were turned over to collections.

Pond Sediment Analysis

A preliminary pond survey, conducted in March 2025, revealed that one pond consists of 53% water and 47% sediment, with an average sediment depth of 3.6 feet and a maximum depth exceeding 8 feet. Board representatives will meet with the vendor to better understand the findings and their implications for future pond maintenance.

Fountain Condition and Repairs

The central roundabout fountain is experiencing multiple issues. A significant leak had caused hazardous flooding in the underground control pit, prompting the shut-off of both the water source and fountain pump. Drainage problems have also led to water accumulation in the fountain basin, which contains soil and mulch used for seasonal flower plantings. The structure is showing signs of deterioration, including moisture seepage, joint damage, and limestone erosion. Bids are being solicited, though repairs may not occur this year.

Proposed No Parking Zone

A Board member proposed installing “No Parking” signs along Chancery Blvd near the intersection with Morgantown Road. Increasing numbers of vehicles have been parking along this area during school dismissal times, causing traffic congestion, obstructing truck passage, and blocking access to the right-turn lane. The Johnson County Highway Department will be consulted to evaluate options.

New Website Launch

The Board announced that a new Kensington Grove website is ready to launch. The site will feature secure accounts for property owners to access private documents, post classified ads (for HOA members only), and read community news.
